The President of the Federal Office for Logistics and Mobility (BALM), Christian Hoffmann, and the Deputy Commander of the German Armed Forces' Operational Command and Commander of Territorial Tasks, Lieutenant General André Bodemann, signed a cooperation agreement on July 14, 2025, to strengthen Germany's defense capabilities.
The cooperation agreement represents another milestone for the Operations Plan Germany. The plan is a response to the current Russian threat and the overall increasingly tense security situation in Europe. Within the alliance framework, Germany is tasked,
among other things, with ensuring the deployment of allied forces for deterrence and, if necessary, defense on NATO's eastern flank. Due to its geographical location, it acts as a hub.
To be robust and resilient in this, intensive and well-organized cooperation between all civilian and military bodies is required. In the newly signed cooperation agreement, support services of BALM are defined within the framework of its legal responsibilities and powers. BALM supports the Bundeswehr in the preparation of transports within the framework of
civil-military cooperation. Upon request, the agency also assists with warning tasks to ensure smooth execution of military transports in closed formations. In addition, it provides important information that contributes to the creation of an overall national situation picture.
“The cooperation agreement is another crucial step towards a robust and functional hub Germany,” said Lieutenant General Bodemann. “I am very grateful to the Federal Office for Logistics and Mobility for this support. The agreement now reached is extremely beneficial and sends a clear signal.
Only together and with a whole-of-government approach can we ensure a high level of military mobility.”
BALM President Christian Hoffmann also commented: “With the signing of the cooperation agreement, we are laying the foundation for close and binding cooperation with the Bundeswehr’s Operational Command. In understanding this whole-of-government task, we will contribute our expertise along our range of tasks in the preparation and implementation of the Operations Plan Germany.”
The cooperation agreement further integrates civil-military cooperation between the Federal Ministry of Transport and
