Kapsch TrafficCom has commenced the implementation of the new Swiss Road Toll System (ESTR) for monitoring the performance-based heavy vehicle charge (LSVA). As announced by the company, it will provide both physical and digital infrastructure as well as modern video sensors for stationary and mobile detection units. The aim is to ensure seamless, precise location and time monitoring of chargeable heavy traffic on Swiss roads.

Project Duration and Scope

The contract was signed in April 2024. The design and construction phase spans two years and is expected

to conclude with a pilot operation at the end of 2025. This is followed by an eight-year operation and maintenance phase until the end of 2033. There is an option to extend the contract by another two years until the end of 2035. The total volume of the project amounts to 74.5 million euros.

Carolin Treichl, EVP EMEA at Kapsch TrafficCom, comments on the project: “We are very pleased with the successful collaboration with the Swiss authorities. This allows Switzerland, through which a third of all transalpine

goods deliveries pass, to collect the charge seamlessly.”

Technical Equipment and Coverage

The new system covers more than 80 border crossings as well as numerous main and secondary roads. At 169 stationary locations, vehicles are recorded based on location, time, license plate, and vehicle type. The recording process is documented with imagery. At 83 of these locations, new supporting structures will be constructed to mount the sensors.

In addition to stationary detection, the system will be supplemented by 34 mobile detection vehicles, which can be deployed flexibly

throughout the entire Swiss national territory.

Central Data Processing Center

To securely process the recorded data, a dedicated data center will be set up at the premises of the Federal Office of Information Technology (BIT). The goal is to ensure a reliable and traceable calculation of the LSVA for all chargeable transportation companies.
