VGP has acquired the factory premises of Kabel Premium Pulp & Paper GmbH in Hagen. The property covers around 280,000 square meters and was sold to VGP on October 9 as part of the insolvency proceeding opened in June 2025 by the responsible insolvency administrator, according to a press release from the owner, operator and developer of logistics and production properties dated October 13.
The paper mill had been located at the Hagen site for almost 130 years. The city of Hagen, with around 195,000 inhabitants, lies on the edge of the Ruhr area in North Rhine-Westphalia. The site is only
20 minutes from the center of Dortmund and, according to VGB, offers good connectivity to the entire Ruhr region.
VGP plans to progressively convert the site into a commercial and industrial park. In the future, companies from the sectors of production, light industrial and logistics are to be located there. The company is aiming for at least a DGNB certification (Deutsche Gesellschaft für Nachhaltiges Bauen) in Gold for the buildings to be developed. VGP adheres to the EU Taxonomy and focuses on reducing CO2 emissions already in the construction phase (embodied carbon).
The site is located at Schwerter Straße 263 in
58099 Hagen in the Kabel district. It lies in close proximity to the A1 motorway (Hagen-Nord interchange) and is connected to the regional industrial and logistics network. By being located in an established industrial area with existing infrastructure, the site offers ideal prerequisites for the planned commercial and industrial reuse, according to VGP.
Before construction begins, a comprehensive deconstruction of the existing buildings and facilities is required, as there are still machines and production structures on the site. Erik O. Schulz, Lord Mayor of the City of Hagen, stated:
„We are very pleased that VGP is taking over this historic site
and directing it toward a future-oriented commercial use. A very trusting collaboration has developed with the people responsible at VGP from the outset. We see great opportunities for new jobs and sustainable value creation in the region in the planned development.“

Our aim is to transform the site into a modern business park—our first in North Rhine-Westphalia—that combines production, logistics and sustainable energy supply.“
