During its more than 1,700 nationwide focus inspections in June 2025, the Federal Office for Logistics and Mobility (BALM) concentrated on cabotage regulations, rest periods in vehicles, and technical deficiencies. The results: 139 cabotage violations, 78 violations of rest periods, and 35 technical complaints, and 175,000 euros in security deposits – with a rising trend.

In June 2025, the Federal Office for Logistics and Mobility (BALM) conducted nationwide priority inspections. The aim of the measures was to verify compliance with cabotage regulations, the prohibition of regular weekly rest periods in vehicles, and technical regulations as part of the Technical Roadside Inspection (TUK). According to the Federal Office, the actions took place at a total of 107 inspection locations on three inspection dates: June 4/5, 9/10, and 24/25, 2025.

Focus on Cabotage Inspections

According to the announcement, 1,451 legal area inspections were

carried out to monitor cabotage. During these inspections, the controlling forces identified 58 objections, which included a total of 139 violations. The selection of inspection sites focused on routes with a high volume of non-local vehicles, traffic hubs, and locations of major shippers, logistics, and mail-order companies.

Focus on Rest Period Monitoring

In the context of checking compliance with the prohibition of spending regular weekly rest periods in vehicles, 437 inspections were conducted. During these inspections, 78 violations were identified. This measure was aimed at enforcing

EU requirements regarding social regulation in road traffic.

Technical Defects in Roadside Inspections

Furthermore, BALM's technical experts conducted 108 inspections of the technical condition of vehicles. Here, 35 violations of technical regulations were identified. The aim of these inspections was to improve road safety by early detection of defects.

Accompanying Measures and Cooperation

In the Mainz branch area, BALM was supported during the inspections on June 5 and 24 by local traffic police forces and customs. The selection of inspection sites was based on previous findings,

experience from the inspection service, and expected traffic volume.

Financial Impact

In the course of all legal area inspections conducted in June, security deposits totaling 175,061.58 euros were collected. BALM points out that the results of these priority actions cannot be considered representative of the overall situation in German road freight transport.

Continuation Planned

BALM's nationwide inspection measures on the topics of cabotage, rest periods, and technical vehicle inspections are to be continued. The goal remains the consistent enforcement of applicable regulations in road freight transport.
