The HGV toll mileage increased by just over one percent in October. These data often provide an early indication of current economic development.
The mileage of toll-liable heavy goods vehicles with at least four axles on German highways increased by 1.4 percent in October 2024 compared to the previous month. Index Based on Toll Data
The HGV toll mileage index is derived from the data of the HGV toll survey. According to the Federal Office for Logistics and Mobility, these are digital process data that can also be used for detailed statistics.

The mileage of toll-liable heavy goods vehicles with at least four axles on federal highways fell by 1.4 percent in June 2023 compared to May 2023 calendar- and seasonally-adjusted.
These current data have been published by the Federal Office for Logistics and Mobility (BALM) and the Federal Statistical Office (Destatis). The calendar-adjusted HGV toll mileage index was 3.3 percent below the value from June 2022.The decline in the HGV toll mileage index indicates a decreased demand in freight traffic and is therefore a sign of a weakening economy. For transport and logistics companies, the HGV mileage index offers an important basis for long-term planning and investments in the fleet. Compared to the previous month, September, there were slightly more HGVs on the highways again in October. The traffic density increased especially in Baden-Württemberg.
On the federal highways, the mileage of toll-liable heavy goods vehicles with at least four axles increased by 0.7 percent calendar- and seasonally-adjusted in October 2022 compared to September 2022. This is shown
by the joint analysis of the Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis). Compared to the same month last year, October 2021, the calendar-adjusted HGV toll mileage index remained unchanged. The HGV mileage on highways provides early indications of current economic development in the industry, according to a BAG press release. Therefore, the HGV toll mileage index is suitable as an early indicator for economic development, not only nationwide but also in some federal states. Strongest Increase in Baden-WürttembergEspecially in the industrially characterized federal states, there is a clear relationship between regional HGV toll mileage and regional turnover in the manufacturing sector. The mileage in the federal states is therefore regularly analyzed. In October 2022, Baden-Württemberg showed the largest increase in HGV toll mileage compared to the previous month – by 2.6 percent calendar- and seasonally-adjusted. In Rhineland-Palatinate, too, HGV mileage increased compared to the previous month by a comparatively strong 2.2 percent.
Since the reporting month April 2022, HGV toll indices for cross-border trips are also available. These measure the number of entries and exits over the German border. In October 2022, cross-border traffic decreased overall by 0.3 percent calendar and seasonally adjusted. For cross-border trips to and from France, there was the largest decrease of -6.8 percent. In the toll mileage index, the temporary closure of the B500, one of the main crossings to France, due to construction work is cited as a possible significant reason. The largest increase of 2.0 percent calendar and seasonally adjusted was at the border with Austria.

In August, the HGV toll mileage index increased, most notably in North Rhine-Westphalia. The Saarland, however, recorded a decline. Significantly more HGVs also crossed the German-Czech border.

The largest increase of 3.2 percent calendar- and seasonally-adjusted was at the Czech border. The indices for cross-border trips are published online simultaneously with the already existing HGV toll mileage index in the internet offering of the Federal Statistical Office. Compared to the same month last year, June 2021, the calendar-adjusted HGV toll mileage index was 1.3 percent lower. The HGV mileage on highways provides early indications of current economic development in the industry.Strongest Increase in Lower SaxonyThe HGV toll mileage index is suitable not only nationwide but also in some federal states as an early indicator for economic development, according to the BAG. Especially in the industrially characterized states, there is a clear relationship between regional HGV toll mileage and regional turnover in the manufacturing sector. In the city-states and less industrialized states, the relationship is weaker. Cross-border trips to and from the Czech Republic with the highest increase Since the reporting month April 2022, HGV toll indices for cross-border trips have been available. These measure the number of entries and exits over the German border. The highest increase of 2.7 percent calendar- and seasonally-adjusted compared to the previous month was in June 2022 at the Czech border. For cross-border trips to and from Poland, there was the strongest decline (-2.3 percent).The indices for cross-border trips are published online simultaneously with the already existing HGV toll mileage index in the internet offering of the Federal Statistical Office. The time series with unadjusted as well as calendar- and seasonally-adjusted values begins in July 2018.Connection Between HGV Traffic and Economic DevelopmentEconomic activity generates and requires transportation services. Therefore, there is a clear relationship between the HGV toll mileage index and indices of economic activity, especially the industrial production index. In the context of the "Toll Statistics," the BAG has been evaluating the toll data since January 2008. Both the extent of the toll-liable road network and the total weight of the vehicles and vehicle combinations underlying the toll obligation have changed over time. With the HGV toll mileage index, such structural changes are largely excluded, making economic development more visible. Other results of the BAG's toll statistics, including differentiations of toll-liable mileage, for example by registration state or emission classes, are available through the BAG's existing publication program. Due to the broader data offering and the associated higher evaluation effort, the monthly toll statistics usually appear after the HGV toll mileage index and are provided without adjustment for seasonal effects or structural changes in the toll survey through index calculation.

The HGV toll mileage index
increases significantly in most federal states - only North Rhine-Westphalia and Saxony form an exception.
As reported by the Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis), the mileage of toll-liable heavy goods vehicles with at least four axles on federal highways increased by 0.6 percent in February 2022 compared to the previous month calendar- and seasonally-adjusted. Compared to the same month last year, February 2021, the calendar-adjusted HGV toll mileage index increased by 4.2 percent. The index was thus seasonally and calendar-adjusted 4.1 percent above the level before the corona crisis, taking the annual average before the crisis (March 2019 to February 2020) as a benchmark.
Increase in Baden-Württemberg and Bavaria, Decline in North Rhine-Westphalia and Saxony The HGV toll mileage index is suitable nationwide as well as in some federal states as an early indicator for economic development, Destatis reports. Especially in the industrially characterized federal states, there is a clear relationship between regional HGV toll mileage and regional turnover in the manufacturing sector. A higher increase in HGV toll mileage compared to the previous month by 1.6 percent and 1.7 percent calendar- and seasonally-adjusted was in February 2022 in Baden-Württemberg and Bavaria, respectively. In North Rhine-Westphalia and Saxony, however, mileage declined by 0.2 percent and 0.4 percent, respectively.

More HGVs are on the road again. The HGV toll mileage index rises in January 2022 to 3.2 percent above the pre-crisis level.
As reported by the Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis), the mileage of toll-liable heavy goods vehicles with at least four axles on federal highways decreased by 1.4 percent in January 2022 compared to December 2021 calendar- and seasonally-adjusted. However, compared to January 2021, this still represents a slight improvement. In this comparison, the index rose by 1.1 percent and was thus seasonally and calendar-adjusted 3.2 percent above the level before the corona crisis – taking the annual average before the crisis (March 2019 to February 2020) as a benchmark.Consideration by Federal States: Berlin with the Highest Increase Compared to the Previous Month Since the reporting month of October 2021, HGV toll mileage indices for the federal states are also available. The highest increase of 3.5 percent calendar- and seasonally-adjusted compared to the previous month was in Berlin. In Saarland, however, the largest decrease of -5.2 percent in the monthly comparison was observed. The mileage of toll-liable HGVs increased by 1.3 percent in November 2021, growing at a slower pace than in October 2021.
The Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis) jointly released the latest figures on the mileage of toll-liable HGVs with at least four axles on federal highways. For November 2021, they report a season- and calendar-adjusted increase of 1.3 percent compared to October 2021. The industry index increased by 2.2 percent compared to the same month last year, November 2020. Taking the level before the crisis as a basis, i.e., from March 2019 to February 2020, the index was 3.2 percent above the annual average.Since October 2021, BAG and Destatis have been including data for the individual federal states in their statistics. The highest increase of 2.5 percent calendar- and seasonally-adjusted compared to the previous month was in Bavaria. In Saxony-Anhalt, however, the largest decrease of -0.6 percent in the monthly comparison was observed.

In June 2020, more HGVs were on the road again, and mileage increased by more than four percent.
As reported by the Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis), in June 2020 the mileage of toll-liable heavy goods vehicles with at least four axles on German highways increased by 4.7 percent seasonally adjusted compared to May 2020. Compared to the previous year, June 2020, the calendar-adjusted HGV toll mileage index was 3.8 percent below that of June 2019. For several months now, the corona crisis has shaped the development of the HGV toll mileage index. BAG and Destatis therefore also draw the comparison to February 2020, the month before the restrictions due to the corona pandemic in Germany began. Seasonally and calendar-adjusted, at that time, HGV toll mileage was 6.6 percent higher than in June 2020. Since HGV mileage is closely related to industrial production in Germany, according to the assessment, the index provides early indications of economic development. In the course of the HGV toll survey, digital process data is generated, among other things, on the mileage of toll-liable HGVs in Germany. The BAG has developed the HGV toll mileage index, which traces the course of mileage. Due to its fast availability and economic significance, the Federal Statistical Office has prepared the index as a seasonally-adjusted economic indicator and has included it in its publication program since December 2018. Due to the high uncertainty regarding economic development due to the corona pandemic and the simultaneous high demand for current economic data, the BAG and the Federal Statistical Office update the results not only monthly but also on a working-day basis for the duration of the corona crisis. The daily data is published, among other things, in calendar- and seasonally-adjusted form, with this adjustment being carried out by the Deutsche Bundesbank. The results thus reflect mileage very currently with a delay of five to nine days.

HGV Toll Mileage Index: Recovering at a Continued Low Level

Even though the daily HGV toll mileage index has been rising noticeably since the end of April, overall significantly fewer transports are still on the road compared to the previous year.
In a joint communication from the Federal Office for Freight Transport (BAG) and the Federal Statistical Office (Destatis), it is stated that on the federal highways, the mileage of toll-liable heavy goods vehicles with at least four axles increased by 6.1 percent seasonally adjusted in May 2020 compared to April 2020. However, the value is 7.3 percent lower than in the previous year comparison. Close Connection Between HGV Traffic and Economic DevelopmentAccording to the statistics, the daily HGV toll mileage – measured by the moving 7-day average – tended to rise again since the end of April. From March 16 to April 6, it had still declined by around 16 percent. Economic activity generates and requires transportation services. The HGV mileage is therefore closely linked to industrial production in Germany. Its index is therefore considered early evidence of economic development, which seemed to be slowly recovering in May. Due to the current high uncertainty regarding economic development and the simultaneous high demand for current economic data, the BAG and the Federal Statistical Office update the results not only monthly but also on working days for the duration of the corona crisis. The daily data is published, among other things, in calendar- and seasonally-adjusted form. This adjustment is carried out by the Deutsche Bundesbank.
